The WTO GPA requires contracting parties to ensure open, fair and transparent conditions of competition in their government procurement. HKC acceded to this plurilateral agreement in 1997. Our existing commitments under the GPA cover the procurement of goods, all construction services and eight major groups of non-construction services by almost all government bureaux and departments as well as five public bodies, when the contract value exceeds the respective thresholds.
